Chinese culture doesn't allow leadership to be wrong

In the philosophy of legalism the state must suppress the people to have a strong state and that people are fundamentally evil

Also state power within the traditions of confucianism which is 2500 years old the state is very paternalistic

But also keep in mind these philosophies were created when China was divided during the war in States period

And the philosophy of legalism was implemented and continued by successive Chinese dynasties starting with Qin Dynasty
