Depending on the view of the State it is trying to survive in a self-help system of the survival of the fittest

To do that they need more power to become the regional hegemon, then the continental hegemon then finally the global hegammon

The USA is the hegamon of the North American continent China is trying to be the hegemum of east Asia

The USA was the closest to global hegman in the 1990s and Russia has been lossing power and influence since the 1980s
