I would say for people whom don't have kids which is in greater numbers with the democratic crisis happening throughout the developed world

The younger generation should it be made to pay taxes and money for their retirement and care in health care systems

You don't pay for your retirement you pay for the generation above you if they don't have children why should you or your children

Pay for looking after other people who have chosen not to contribute to society by performing the public good of having children
