It depends on what you define as sufficient you could say a nation like Germany, Great Britain and France should have the military capabilities to wage War against one another

If that the case that's a lot of military personnel and hardware which puts them at greater ability to pursue their own foreign ventures

Also I don't see the United States abandoning its allies like that or trying to intimidate them if they are a great power

But obviously not at the level of superpower like the United States

American power is not just military it is economic power under the power of the United States being the global currency

It's not so much great power rivalries but more so those States can act more independently

But those States have giant welfare states and bad demographics which I think what prevent them becoming military powers
