War is of Vital Importance to The State

This has never been truer in the modern 21st century and continues to be true universally throughout human history.

Human beings are a violent species, particularly and are the most violent when in groups, especially with the creation of city-states, which became kingdoms, then empires and finally the contemporary nation-state, which has existed since the 1789 AD French Revolution.

For states to survive, they must be aware of the importance and necessity of understanding the art of warfare. In the nation-state, no International Health Service will help the nation when it is weak or struggling with internal and external issues.

The history of the 20th century has been an attempt to create international systems, first with the League of Nations and then with the United Nations, to prevent an interstate war that was prevalent throughout the continent of Europe from the fall of the Western Roman Empire in 476 A.D. until the conclusion of the Second World War in 1945.
